Break the chocolate into small pieces. Put it in a small saucepan in a double boiler and gently melt it.
Add the icing sugar and mix vigorously.
Cut the butter into strips and remove the pan from the bain-marie.
Stir in the chocolate-butter, adding 3 tablespoons of cold water. Mix until the butter is completely melted and incorporated.
Use as you wish.
